Strategy:

Location:  Oceanus Boreal, the island of 3 boulders.  loc was 45112, 37211   - Slaughter

So, here's what to do:
-Go to Oceanus Boreal, the island of 3 boulders.
-Look for the named elemental, Ki'atra, (Yellow/Blue con to 50, very easy) talk to it, then fight it for the harness.
-Swim to the west and look for the Nervous Ketos (Shouldn't be very hard to find, this thing is huge and it's like, right by the first mob)
-There are pathing issues with this Ketos, so you'll have to swim around it until you can find a spot where you can use the harness on it. When you use the harness the first time, it will "make a hasty retreat" Follow it and use the harness again, then it will talk to you and transform.
-Ask the creature to follow you after it tells its story, then swim to Oceanus Anatole's Shipwreck, I believe then the Magess will spawn and the creature will cast a spell to remove its barrier.  Kill it and it will most likely drop the bracelet.   Nov 27

Was finally able to attempt the end part of this last night.  After harnessing the Nervous Ketos, she will shapeshift back to her elemental self, Uilani.  Talk to her -- If you agree, she will follow you to the shipwreck in Anatole.  Once there, you need to say "cast" to her, and then she will run around and cast the spell to open the door in the side of the shipwreck (looks like a crack in the port-side hull).  Protect her as she runs around casting.  You will get a message in blue text when she is done casting.  When that happens, make a beeline for the door -- the crack will widen for a VERY short time, and you can go through and into the ship.

Once inside, you will see a purple triton named Kythera.  If you attack her, four more purple tritons will spawn, called Kythara's Returned or something like that.  These guys are tough, as is Kythera.  Kythera is a caster.  It's possible that the Returned can cast as well, but we never gave them the chance.  I'd estimate they are somewhere between level 58 and 60, with Kythera being higher.

When my group got there, the Returned were already spawned.  We killed them one at a time, then attacked Kythara.  At that point the four Returned spawned *again*, and after a long battle we died.  My
recommendation for the end fight is two full groups, at least five heavy tanks, 3 or more healers, an animist, and a couple Mentalists for HoTs.  The mobs are not too difficult, but they hit very hard, and it looks like you have to fight all five at once.  Bubble was working.  Our pbaoer was able to hit, but only for 60 or so damage -- animist might fix that.   Debuff nuke also did very little damage when it hit.  It
might be possible for a very strong single group to do it.

As a humorous aside -- after we died there, we regrouped in Stygia and went to do some setian farming.  As we crossed the river, two of the Returned attacked us and killed us.  Still kinda mystified on that one
-- though it might explain the long Nervous Ketos spawn timer.  Nov 29

Tried this today with 2p, and a harness already. Killed Kitara anyway on island, and someone in group received a 2nd harness. We swam out to the Nervous Ketos, and I used the harness on it the first time. It swam away, as predicted. We stuck to fish, followed it, and FINALLY got harness to try a 2nd time. It says something about the harness breaking, and the Nervous Ketos swims away again. According to previous reports, the Ketos is supposed to change upon 2nd use of the harness. We tried attempts 3 and 4 with the other harness we had, and the same result. What am I doing wrong? I can't get the Ketos to change into that Uiliani. Anyone offer any help here?

We tried that a few times, but every time, she would cast her spell, yet the crack in the side of the boat stayed the same size and we were unable to move in.
Do you have to keep the marid from getting hit at all when she's casting? Both times we saved her from dying (was only 3 of us) yet she did get a few love taps from the scores of greens.    Nov 26

Well... It's a VERY Difficult task due to Buggy Pathing, you have to swim around all sides until the client/server recognize you as close enough to give it something. Don't use the harness, drop it on top of him as if you're giving it to him.

I just tried this encounter with a small group of 6. 3 tanks, an archer, a and 2 clerics. They started on Kythera and very shortly there spawned 4 or 5 more purple con Kythera's Returned - which aggroed on the healers immediately and pretty much wiped out the group.   Nov 25
